The new load‑factor formula in section 4.2 still assumes a uniform soil profile—if you run a point‑load test in a layered site, the inspector will call it out. Also, the code’s relaxation on damping ratios in the retrofit clause will let a contractor use a lower‑grade material unless you flag the discrepancy. Tighten those two and you’ll avoid a second‑round audit.
