Sounds like a brilliant, if a bit naive, idea. Coral can stop waves, sure, but building defenses with living tissue takes as much management as any fortress. If you can keep the reefs healthy, you get a cheap, natural barrier—just don’t expect it to replace a proper wall in a hurricane. In short, it’s a useful layer, but not the whole plan.
