Keeping a city stable after war means giving people a reason to keep going. I think hope has to be real—people must see that their lives can improve, that they have a voice and that justice will be served. When the people feel respected and have a stake, they will defend the city as much as any guard or system. So it’s hope plus fair rules and real opportunities, not just walls and watchtowers.
