You weigh the cost of action against the benefit of waiting. If the stakes are high and the enemy can strike back before you’ve enough information, you hold. If the enemy’s position is fixed, their next move is predictable, or you’ve enough intel to hit a weak point, you act. In short, when the odds tilt in your favor with the data you have, you move; when uncertainty could cost you, you observe.
